Bullet Journaling is where a blank or dotted journal/notebook and turn it into a completely unique life planner, on your own terms. You can be as arty as you like, and include whatever you like, rather than having to live with the pre-printed layout you might find in an off the shelf planner. Bullet Journals typically include things called spreads, which are generally, monthly, daily, and weekly, and are logged as such in an index, or contents. Spreads are where you plan your tasks, what you're going to be doing, and anything else on a daily basis, including monthly goals, to do list, etc. As well as spreads you often see Collections. Collections are anything that doesn't fit into the structure of a daily, these could be meal planning, financial forecasting, recipes, the list is endless.
